Pros

Many smart people at the line-staff level, as well as many who sincerely care about their jobs and the impact of the agency on Texans.

Cons

Executive management is a disgrace. Chairman Rubinstein is as unethical and slimy as they come. The former Chief Deputy Executive Administrator was handed the position because he's a personal friend of Rubinstein. Just months after he was hired, he was forced to resign amid allegations of sexual harassment, although only because legal action was threatened. If it was just a single complaint, they would have turned a blind eye. Executive management let him leave with dignity and even had the gall to send out an apologetic e-mail expressing their sadness over his departure. Although he was a friend of Rubinstein, all three of the Board members were aware of his track record (not the first time he'd been let go because of sexual harassment...seriously), and did nothing. They are all complicit. If you're a woman, steer clear of the TWDB. Sexual harassment is condoned, ethics are lacking, and execs are more concerned with their political future than they are with providing affordable water infrastructure for the citizens of Texas. I'm afraid of the upcoming legislative session.

Pros

People are awesome, some of the best you’ll ever work with. People are truly passionate about water and leadership is good. Remote work was the best of both worlds.

Cons

Salary is definitely lower than in consulting. Remote work is no longer a pro since 2025. So sad.

Government pay is predictably low, but job security makes up for it.
