Remote working, team themselves are nice, busy environment

The Resourcing team manager has created a really toxic, negative environment for the team. He keeps an atmosphere of fear and dominance and is always swearing, complaining and intimidating the team. The team are miserable and I get Sunday scaries every time I'm due to log on. Considering we're in HR you'd think the company would foster a safe environment for its staff but his behaviour is a pattern that never gets addressed. His bullying ways have been accepted as the norm unfortunately.
