Highly bureaucratic. Older white men seem hold the preponderance of manger roles. Entry-level employment practices are deeply unfair, privileging people from rich backgrounds and developed nations. Preference for internal hiring and use of UN volunteers and consultants meant that you had to accept uncertainty and low pay for years to be considered for more permanent positions.
