Very poor supervision and leadership. The department leadership will not engage with the staff, gives top down policies without knowledge or understanding of employees tasks and challenges, does not value the experience and and abilities of the employees, can only give negative feedback, is not willing to listen to constructive criticism and instead views it as dissent, doesn't conform to the same policies as is demanded of the employees, has no ability to build trust or credibility, has little interest in building morale and confidence in the employees, refuses to be transparent and accountable, is aloof and vindictive, frequently excoriates employees they feel challenged by, has created multiple instances where employees have left rather than continue in public service, fails to take responsibility for leadership issues, provides minimal support to staff, and cannot provide consistent and well implemented policies.
