Poor growth prospects and little opportunity grow your skill-set outside what's directly related to your job. Seem to pay lip service to the idea of continuous improvement. Refactor some nasty code? Nope. Upgrade a toolset to a more recent version? Nope - better hope the version you're using has some security vulnerabilities because that's the only way it's happening. Write some unit tests? Nope. Maybe next release, because they won't say the exact same thing then. Oh, yes, next release will be different.
