Pros
Two years here covering TA, onboarding, and bits of engagement. The reason I'd recommend it for someone starting out is that you get to see HR end-to-end — at a bigger company I'd have been stuck in one vertical that whole period. My manager at the time was fair through two appraisal cycles; both increments matched what I'd been told to expect.
Cons
A lot of the HR workflows ran on people knowing the process from memory rather than written documentation. Worked because the team was small. Won't work as headcount grows. Whoever takes over HR next will need to invest 6-12 months in standardising things. Not the worst place to learn HR fundamentals but if you want a strong policy-and-process learning ground, this isn't it.
