There is a large cultural/cognitive dissonance between the engineering org and "business" (retail) org. This leads to a great deal of internal tension as teams and areas compete for budget. Executive leaders come and go and so, too, do their "visions" for improving tech at Walmart. The reality is Walmart's legacy business model is struggling to keep up with an economy driven by companies that have embraced social and technological breakthroughs born out of continuous improvement/delivery.
