I've never encountered such serious unconscious bias, pervasive ableist attitudes, and lack of clear vision from the top. HR was overworked and usually pretty incompetent, resulting in them not being able to attend to employee needs. Incompetent, cruel people who had unconscious bias were rewarded left and right with promotions that they were not qualified for. There was also no institutional memory because people didn't stay very long. Stay far away from nCino, who initially promised flexibility in work arrangement and then flipflopped to mandate in-office attendance.
