Every quarterly review there was a chance you were going to be let go because management needed to explain why goals were not attained. If by some miracle the goal was reached, it was then increased immediately to an even more unrealistic level. This will go on until you leave or used as a scapegoat and let go.

Because they are contracted in, you are at the whim of the contract. But it seems that the company itself is not above scare tactics to get their employees to do what needs to be done to KEEP the contract. Working in a panicked environment is not healthy and your employees will burn out in the long run.
