Can build up flexible hours to take 1 day off instead.
Cons
Salary does not make up for the demands put on employees. Can be left without line managers for months with out replacement. Most of work ends up on the doers desk. While the dodgers get away with dodging work. Council has too many hoops to jump through. HR department bury their heads in sand. Presume HR department are understaffed like similar departments. Senior management dont want to change as they are close to retirement and biding their time. Too many hoops to jump through to initiate change with too much effort. Hours worked dont justify salary. Dont get paid for overtime. Private Sector offers better pay. You would expect more from a public body
