Decent benefits. Civil service system offers some protections against vindictive electeds, of which there are a small but nasty number.
Cons
Terrible salaries, not at all competitive. Lower level positions are grade/step, but department head salaries are set by the mayor, and are highly political. Also no career ladders(too small).
