The environment is good for performing some excellent work. There are some great people working there and because the President/CEO chooses to distance himself georaphically from the office, he can guide without getting in the way, so to speak.
Cons
Being dependent of grands from the National Science Foundation can make job security an issue. Decisions made by congress can have a direct and immediate effect on the number of employees.
