There are some very dedicated professional and general service staff Tenure based system for professionals as this allows for fresh thinking and new ideas and practices to be brought into the organisation. However, it should also apply to general service staff who often are reluctant to change brought in by professionals.

Corporate services borrow policies and practices from other UN organisations which results in a lack of overall coherence, consistency and application...cherry pick rather than look at what is needed and best suited for the OPCW in the future, for example using psychometric testing in recruitment without an overall plans for use and lack of staff fully competent in using such tools Culture of harassment, intimidation and abuse of authority at all levels. OPCW does not have the appropriate staff to investigate such matters in a fair, unbiased and appropriate manner. Managers used as scapegoats for the lack of competence of general service staff General service staff generally lack work competencies for the future; no consideration in having specialised skills to support the organisation outside of administrative type work. This results in the professional staff to be over stretched in their work leading to stress etc Senior management lack leadership and ability to manage a professional, international 21st Century organisation; rely on old styles of management
