Residents try to take advantage of maintenance turn over

Where would I start? Maintenence is severely understaffed and I personally have received only a $.97 raise in 3 years. No OT allowed. No sense of integrity throughout the staff. Amenities never work all at the same time. Work orders suffer because lead maintenance is incompetent and dog poop on the property is ridiculous! It's like no one wants to work unless directed to.
