Favoritism, fraternization, back-stabbing. I'd skip over this third-rate, backwater agency and work for their competition.

Great people that are actually doing the work - but the work is mostly production level. Benefits are good but seem to be shifting.

Cons

Management is top heavy and I was often wondering what management was doing. Manager was never available and it felt as if most of the upper level folks are coasting. Projects are very low budget so that puts a squeeze on most employee's. They say they don't lay people off - but I saw at least 2 people let go without warning when projects slowed down. Raises were very low.
