There is system and there is rules and policy for everything.
Cons
The application of policies and rules varies from employee to employee. There is no equality, and circumvention of policies and rules is widespread. Their implementation depends on the decision-maker and their authority; sometimes it's even better, sometimes worse. Those in positions of power can wrong you if they dislike you. Even with a complaints system in place, the matter is ultimately referred back to the very person being complained about, resulting in no tangible action.
