Sometimes when a client case is moved, you don't move with it, so you may be without a case to work for a while. Also, when new cases come up, it is in e-mail. The first to respond back to the e-mail, requests and accepts the case gets assigned work . It's sort of like the cliche' - the early bird gets the worm).
