- Minimal diversity from people of other cultures - Low pay which is typical of public sector work - Minimal opportunities for advancement. Basically you will need to wait for someone to resign before being eligible for promotion - Senior admin is at the whim of it's controlling board which comprises various Mayors from surrounding rural areas. Their reluctance to consistently support the organization is damaging to morale.
