Management seems to attempt to pay the lowest possible amount, but expect work to be produced like they are paying triple what they pay. Constantly raising rates, or increasing goals while decreasing or even taking away bonuses all together. Managers question why morale gets low after handing out pay cuts, just to hire less experienced personnel at higher pay rates
