Despite investing huge amounts of public money in combatting the bullying culture it is just as prevalent now as it was nearly a decade ago. All the more insidious because senior people now have convenient language to hide behind. People are treated with disrespect and expected to cover for the inadequacies of senior leaders by taking decisions leaders should be taking, constantly fire-fighting to protect the organisation from the next crisis or press report.

In addition to the title of this review, the senior management is out of touch. They endorse poor culture and poor working conditions - you need gloves and coat to work in some offices because they are saving on heating, leaking roofs and drafty windows. There are accidents at work (sprained ankles, falls) because the flooring is so old that there are uneven surfaces under the carpets (but post room got full refurb where foot traffic is minimal - no idea why).
