Having worked in H/R I can confirm the majority of positions are filled through internal referrals. Although jobs are posted on the TTC career web page and are open for anyone to apply to, the majority of openings already have destined incumbents. I have raised concern on several occasions why fully qualified candidates are not being considered or why the interview panel does not accurately document applicant responses during interviews so they are scored accurately and have a fair chance for consideration. Unfortunately the depth of nepotism and persuasion is far reaching at all levels within the Toronto Transit Commission. Another very disturbing matter is interview panel participants obtaining interview questions days and in some cases weeks in advance. On a few interviews I sat in, individuals whom are barely able to hold a conversation in English, responded with perfect scripted answers for which they obtained in advance by someone in either H/R or a member of the interview panel.
I ultimately decided to resign because of how disturbing the TTC’s hiring practices are and pursued an opportunity still in the public sector, however with the Province.
