Additionally, it ensures Illinois children receive adequate financial support from both parents by enforcing child support obligations and providing legal support, collection, and referral services to custodial parents and caretakers. It also administers state energy assistance programs to low income families, and administers the state's health care services and employee health insurance purchasing. The agency has an annual budget of roughly $18 billion.
