They just implement their own rules when they want to, and take it back when they want to without letting the employees know beforehand.
Announcing a new benefit and when it's time for you to collect the benefit, suddenly, they've decided not to forgo with that one so you've been waiting for nothing.
Like I said, if you're in it just for the actual job, this might be an ok place, but that's not how it works anymore. A lot of companies are offering great employee benefits now. This company doesn't really prioritize that.
