CityNet has major management problems, no direction, no strategy, no opportunities for growth. Requirements of staff range from small administrative tasks for the Director to enormous Strategic planning. There is poor and unethical use of budget, and pay is very low for Officers. Division of work among officers is extremely confusing and unclear. Some hiring decisions are made based on personal connections in spite of very low quality work and expertise. Very few employees have knowledge and expertise in urban development. Relationship between the CityNet Secretariat and Seoul Government (the host city) is very strange and unclear. HR policies change regularly.
