A lot of the equipment is cheap, some necessary equipment is missing or "shared" between locations, communication from upper management is almost non-existent, contract is unnecessarily restrictive, high staff turnover.

I would describe the environment as lacking organization, structure and communication. There is not enough separation between personal and professional, management not appropriately addressing kennel sickness issues with both employees and customers. Services are being charged when not received - vet tech instructed receptionist to charge for ear cleaning that did not occur.
