All government contractors have labor categories and salary targets to maintain in order to remain profitable--that is often out of the direct managers line of control. If you were unsatisfied with your salary, bringing that to the attention of your manager or HR would have been the best avenue for you. Many employees in the KC area have been promoted within the project and then got raises accordingly.
