I don't think management is completely honest with employees regarding the agency's long-term health. The constant employee turnover says a lot about the agency's values. Every few months, people are let go until the agency is running so lean (and people are so overwhelmed) that they have to turn around and hire several people. This constant imbalance puts undue stress on employees who worry about job security.
