The C-suite has turned over almost entirely in the past few years, which says a lot. The CEO wants to control everything, but paradoxically has no consistent direction. Leadership's idea of cost control is monitoring snack consumption rather than thinking about where the company is headed. One of the biggest issues is favoritism. Early employees are openly called "old Arbor" and that group gets treated differently, full stop. HR and culture programming look good on paper, but doesn't reflect how things actually work.
