The agency, and especially the counseling clinic is in a constant state of flux with extremely high turnover. Every time there is turnover in the management, the entire management structure is reorganized. There is little or no infrastructure to support staff in providing services; policies are constantly changing or are non-existent. Despite the agency mission and stated commitment to trauma informed care, the internal workings of the agency are not trauma informed.
