Management is only focused on $$ not the people doing the actual work. nobody knows whose supposed to do what, so things just don’t get done. Every 6 months they make “major process changes“ that will somehow fix everything, but they’re never really explained so they don’t actually change much. They just added another level of middle management to just push off their stuff to other people
