It lacks professional managers with experience at senior level across multiple commercial organisations. Too many managerial posts are held by former analysts who have been with the company for many years and are not open to new ideas or aware of best current practice. There are a lot of people who have been there for years, been over-promoted, or never received decent management training. Historically it didn't attract the best to support areas so there are some pretty low-calibre people still around, which can be demotivating, though new hires tend to be better.
