In some areas, the “two-in-the-box” model—separating business and technical product management—created redundancy and blurred ownership. While well intentioned, this approach sometimes led to confusion for development teams about decision-making authority and priorities, with too many voices involved in day-to-day execution. In addition, Agile practices were unevenly adopted across teams. In cases where Agile maturity was lower, this resulted in weaker estimation, less predictable delivery, and increased rework.
