Don't try to talk to management about attempting to change how things are done: they won't want to hear you. Make sure you ask for permission before taking an initiative. "Ask for forgiveness, not permission" doesn't apply here. You will have a tough time tapping into the learning budget. You will get blamed for your mistakes and will have to figure it out yourself. Very tough environment.
