Pros
Talented, motivated people will excel in the ad-hoc environment that exists in my command. While this is not necessarily suggestive of the Navy as a whole, my command places a lot of trust in its civilian engineers to manage their own projects and careers.
Cons
The command relies too heavily on contractors for entry-level development work and the contractor has very poor hiring standards. Project leads spend a lot of time fixing mistakes made by junior contractor engineers given too much too fast.
