the people who do the work genuinely care about their jobs and want everything to succeed.

there is no urgency to proactively fix issues. issues get brought up and are fully acknowledged by everyone but the general consensus from management is fix the symptom and not the problem until the problem becomes catastrophic. Decisions are also made unilaterally without any conversations between departments and tend to contradict prior processes.
