HR is clueless. One random day, they stop walking east (plan A) and set momentum towards west (plan B). After 2-3 years, having failed miserably, they'll again start a journey towards east(plan A). Interestingly, they know that plan B had failed earlier. The company has been in loss for the longest time possible and the attrition is only second to the speed of light, still the HRs are getting promoted every year that too without making Rangoli on Diwali.
Middle Managers (esp, Business Heads): They have no clue about the market conditions. They get their bread by shouting on subordinates and butter from licking stuff.
