Pros
There are dedicated staff at service delivery level. They provide opportunities for secondments across the service smc there is staff training budget allocation.
Cons
Lead inefficient managers with little experience leading services or knowledge by of sector. A lot of work is delegated to middle management. Had to work with inexperienced team leaders due to high turnover and they always worked in silo. HR does not assist or support middle managers.
