Pros

People are generally friendly, and out to serve the public. Compensation is great, especially if you are willing to invest the decade or so it takes to be promoted to management. Great job stability though. The atmosphere is peaceful if you're into that. Some days, you can spend the entire time surfing the web. Its a good place for an intern with no skills to spend some time learning the ropes of the utility business, although few had the patience to stick around after a year or so.

Cons

There are definitely more than a couple that could be called disgruntle civil servants. Definitely a sense of complacency in some corners. Some long term employees can be really entrenched and difficult to work with.

Pros

management too afraid to discipline employees, and there are civil service rules, so you can get away with just about anything and keep your job. Want to show up put your feet up, surf the web all day and collect a paycheck with great benefits then this is the place for you

Cons

Somebody has to do the work, so you might be the one that gets all the work dumped on your desk because noone else is doing a damn thing
