As a state owned company it can be bureaucratic except for some departments like Markets. Career progression might depend on previous consultancy job. Not the best place for MBAs but great for former top tier consultants.

I believe that the company is trying to keep the difference between the salaries as small as possible. New joiners and more experienced colleagues are receiving more or less the same yearly compensation. This is a good thing for the beginners but bad for the experienced colleague to get motivated.
