They hire people who have no technical expertise as Leads for teams of technical experts. This leads to really frustrating scenarios where the leadership has no idea what it takes to get a job done. When you have the Lead of a R&D program who has a degree in Communications trying to advise a team of PhDs and Engineering experts, it is not a fit and causes some real issues. But senior leadership is all-in on the non-technical people they hire and will not listen to the actual technical people that are being "led".
