Primary objective
The Library and Information Manager is responsible for developing and managing the Library and Research Service
and providing high quality research and referencing services to support the Northern Territory Legislative Assembly.
The position also provides strategic direction and leadership to the unit, leads continuous quality improvements,
and manages the unit's workload based on resource capacity and service demands.
Context statement
The Department of the Legislative Assembly provides the Northern Territory Legislative Assembly, its Members
and Committees with quality and timely support for the operation of the Parliament, Parliamentary Committees, the
Parliament House precinct, and Electorate Offices (and staff).
The Library and Research Services Unit, which is part of the Parliamentary Support Division, assists MLAs and
their staff to undertake their parliamentary duties by providing timely, confidential and impartial library, reference
and research services. The Library has a small collection and uses library networks, online services and other
digital tools to meet its clients’ information needs.
Key responsibilities
1. Provide strategic leadership on the management of Parliamentary Library and Information Management
services to enable it to provide effective information services to Members of the Legislative Assembly.
2. Deliver high quality written reference and research services for Members of the Legislative Assembly and their
staff, and staff of the Department of the Legislative Assembly.
3. Develop, enhance and promote access to collections and services.
4. Develop and provide services using digital and evolving technologies and resources to meet client needs.
5. Undertake procurement of library resources and perform contract management of online databases and
related services.
6. Manage a high performing team and collaborate with departmental staff to deliver a range of services to
support departmental objectives.
7. Provide internal policy advice and leadership on policy issues to ensure rapid and easy access to information
and collections to encourage creative and efficient working.
8. Contribute to the management and promotion of the Library, its collections and services to Members and staff
of the Legislative Assembly, including administration and records management.

Selection criteria
Essential
1. Demonstrated experience in providing library and information services using traditional, digital and developing
information resources.
2. Proven ability to strategically lead a high performing team and demonstrated commitment to ongoing
improvement and adoption of innovative work practices.
3. Demonstrated ability in providing high quality reference, analysis and research services.
4. Demonstrated experience in successfully managing and implementing change in the use of information
management systems, databases and electronic information resources.
5. Highly effective written and verbal communication skills, with demonstrated experience in establishing and
maintaining successful diverse stakeholder relationships.
6. Demonstrated ability to work impartially and confidentially within a sensitive political environment and uphold
the Department’s values of Respect, Impartiality, Professionalism, Customer Service, Creativity, and
Westminster Heritage.
Desirable
1. Tertiary qualifications in a relevant field, including Library and Information Management, Law, Public
Administration or Political Science.
2. Knowledge of working in a parliamentary environment.
