Scope expanded unlimitedly but no chance to negotiate for salary growing commensurate with the added scopes. Top management underestimates local governmental practices and operations while always assuming things simple as in the Netherlands. Initial agreed scopes of works (during interview and offers) are always way down compared to the reality.
