Pros
Hard work and good performance are recognized. Generous bonus for high billing months. Great pride of ownership of work.
Cons
Constant tracking of time diverts attention from work. If a project exceeds its budget programmers and other staff give up the opportunity to earn monthly bonus even if it is not the fault of the participants. Vacations and sick leave or any leave usually kill the monthly bonus.
