Bad HR which likes to Low-ball candidates. Benefits and other terms not as per discussed during pre-signing stage. Better to ask for black & white from HR. Top-heavy organisation with some really redundant heads. A organisation that appears forward-looking in digitalisation and organisational improvement but still has a stick-in-a-mud kind of mentality for many in key positions.
