Weird culture of protecting quite blatantly incompetent managers, who just happened to have been in the organisation a long time but didn't contribute anything of value (and were actively detrimental to staff wellbeing and productivity at times).
Attempts at fostering positive change or even acknowledging the need for change, particularly with regards to a toxic culture in particular departments, were nothing more than box-ticking exercises and rarely amounted to anything.
HR were there to protect the self-serving and nepotistic management, rather than to act in the interest of all staff. Reward and recognition for hardworking teams was almost frowned upon, with many managers opting instead for a culture of intimidation to motivate their staff. Bullying was allowed to run rife in and across a number of teams.
