Recent trend of GOVERMENT to select contractors based on cost vs. past performance and/or best value. Government needs to listen to its faithful contractors who are looking out for their best interest vs. selecting the cheapest bidder which ultimately cost them more in the end. Recent trend has been to move from longer (5-10yr) Low-risk COST+ fixed fee to a more riskier (1yr+options) FFP contracts.
