low salary, no growth, hirarchical, NOT a meritocracy, salary hikes don't beat inflation. The primary reason it works as an organisation is because they hire engineers for dirt cheap compensations from colleges, some of whom are talented. the confident or ambitious ones jump to better organizations within a couple of years. but some of these talented people who lack confidence or are in comfort zone stay on for many years working for less than market salary doing more work compensating for the rest 98% of people who have no talent.
