POSITION OBJECTIVE

The primary purpose of this position is to identify and facilitate investment attraction opportunities from

the public and private sector that will drive development across the key areas of mining, construction,

tourism, retail, hospitality, and the digital economy.

The position also provides timely and accurate information and advice to the organisation, Council and the

community on business and economic development matters, with general enquiries dealt with in a

professional manner and a high level of support provided to the team.

POSITION REQUIREMENTS

• A legal qualification or strong knowledge of the legal system would be advantageous

• legal qualification or strong knowledge of the legal system would be advantageous or

demonstrated knowledge of relevant legislative requirements.

• Demonstrated experience in business attraction role in a similar environment.

• Ability to assist in the development of native title agreements and ability to manage native title

negotiations around native title agreements.

• High level of oral and written communication with proven report writing ability.

• A strong background and knowledge of the resource sector how it operates would be

advantageous

• High level of strategic ability to develop and implement plans to meet organisational goals and

objectives.

• Knowledge of the role of government in promoting and enhancing business and economic

development.

• High level customer service relation skills.

• Sound knowledge of the economic challenges, emerging trends, and issues facing retail,

hospitality and real estate industries.

• Sound knowledge and understanding of Federal, State and Local Economic Development

legislation, policies, strategies and programs.

• Sound knowledge of the role of the private and public sectors in enhancing business and

economic development at the local level

• Basic knowledge of social media and digital communication platforms

• Knowledge of marketing and event management

• Experience in project management, preparing funding applications and reporting to State and

Federal Government agencies.

• Demonstrated skills in policy development, implementation and evaluation, as well as the

development and implementation of feasibility studies or masterplans.

• Ability to prepare project plans and Council reports.

• Strong communication skills with the ability to build strong and positive internal and external

relationships.

• Current QLD “C” Driver’s Licence or ability to acquire a licence prior to commencing in the role.

• Tertiary qualifications relevant to economic development and or extensive demonstrated

experience in an equivalent position preferably in a similar sized organisation.

KEY RESPONSIBILITIES

This position is responsible for the following areas and includes but is not limited to:

• Regional Funding and Benefits Alignment

o Identify, secure and maximise opportunities under the Queensland Government’s

Regional Community Benefits Program (RCBP) and similar funding streams.
o Ensure major projects and resource developments deliver measurable and lasting

benefits to the Mount Isa community.
o Coordinate Council submissions, partnerships and advocacy to align with RCBP

objectives and broader regional development programs.
o Establishment of a fund in conjunction with the finance team to ensure compliance

a positive relationship with the sector

• Establish and maintain strong relationships with interested and potential mining, construction,

tourism, retail, hospitality, and the digital economy businesses which may invest in the City of
Mount Isa.

• Prepare and maintain appropriate databases.

• Assist with business enquires, including provision of relevant information.

• Coordinate investment meetings between Council staff and interested businesses.

• Work cooperatively with the business sector to improve services and benefits to the community,

business and visitors.

• Form and maintain partnerships related to economic development with Council’s economic

development team regulatory services other internal, community and stakeholder groups and
other government and non- government agencies.

• Support local business networks and business development initiatives as directed.

• Encourage local business to actively participate in community events and activities.

• Provide support and assistance in the delivery of projects and initiatives as described in the

Economic Development Strategy.

• Attend to administrative matters pertaining to relevant projects including maintaining

quantitative and qualitative records.

Out-of-ordinary hours work may be required. Council reserves the right to change these duties at any time.

• Provision of professional advice in accordance with relevant legislation and recognised industry

standards.

• All assigned tasks completed professionally and on time and in line with Council policies and

procedures.

• Regular and systematic performance reporting to the Manager Economic and Community

Development, evidenced through the completion of projects within agreed timeframes and
budget.

• High level of confidentiality maintained.

• High level of customer service evidenced.

• High level of participation and commitment to team outcomes.

• All liaisons carried out in a professional manner being a positive ambassador for Mount Isa City

Council.

• Consistently meets corporate obligations.

• Evidence of a program of continuous improvement.

• Develops, promotes and complies with Council policies and procedures.

• Conduct a minimum of two meet the buyer sessions between industry/Council (key proponents)

and supply chain representatives. (Promoting local business opportunities).

• Development of an Investment prospectus in relation to key property development

undertakings.

• Produce six bi-monthly activity reports outlining industry development opportunities across the

six industry pillars as identified through the Transitioning Mount Isa Economy works.

• Attend a minimum of six Commerce Northwest meetings as an observer sharing industry

learnings and assisting with business growth and report accordingly.

• Host a minimum of six meetings with Regional Development Australia (RDA) regional

representatives to share and gather industry learnings assisting with business growth and report
accordingly.
